SOCIAL INCLUSION SUPPORTED ACCOMMODATION
Notice Description
The Authority is seeking to commission a supported accommodation Service for social inclusion adults aged 18+ in Hounslow. The Service will encompass a mix of provision including very short term (for assessment, emergency, transition/training, and hospital discharge provision), short term (up to a maximum of two years), and longer term units. The Service will also include a top up element, through which the Authority may choose to spot purchase additional hours of support at an agreed hourly rate. The Service will support residents with a range of needs, including those with multiple and complex needs, to move towards independent living. In this context, socially excluded people are those who are isolated from the community and personal relationships. They often lack insight into their circumstances and engage poorly with support services (e.g. community mental health services, substance misuse services, etc.) Social inclusion in this context includes a number of distinct client groups (those with medium level mental health needs, single homeless people, and those with low level learning disabilities) who share significant common needs, vulnerabilities, and behaviours (e.g. exploitation, substance misuse, unemployment, criminal involvement, experience of mental illness, debt, etc.) which contribute to their social exclusion. As detailed in sections 2.9 and 2.10, some units will be designated for Service Users to live with others that share their particular needs, while others will be designated as generic for any socially excluded people.
