Summary of the contracting process

Dudley Metropolitan Borough Council is procuring works to install central-heating systems and replace boilers in council-owned domestic properties in Dudley. The requirement covers replacing inefficient heating, including existing boilers and electric storage heaters, with new A-rated gas boilers operating at more than 90% efficiency. Installations must comply with Part L of the Building Regulations. The works also cover replacing boilers identified as beyond economic repair, associated flue systems and pipework, and measures intended to improve domestic Energy Performance Certificate ratings. Targeted homes must achieve a minimum EPC rating of C. The work is driven by the council’s statutory gas-safety obligations under the Gas Safety (Installation and Use) Regulations 1998, as amended in 2023. This is a works procurement for heating installation and related energy-efficiency improvements.

The process has reached tender: Dudley Metropolitan Borough Council invited offers through an open procedure. Bids were to be submitted electronically or by the permitted method by 9 September 2026 at 12:00 noon. The estimated total value is £22 million. There is one lot. The contract is scheduled to run from 1 November 2026 to 31 October 2031, with a renewal provision. The award decision is due by 1 November 2026. Evaluation is based on 40% price and 60% quality, with quality including social value. The procurement is above the relevant threshold and submissions must be in English. The tender concerns a single council heating and boiler-replacement requirement rather than separate geographical or service packages.

This opportunity suits heating and building-services contractors able to deliver domestic gas boiler replacements and central-heating installations at council properties in Dudley. Suppliers need practical capability in installing gas appliances, flue systems and pipework, replacing electric storage heaters and inefficient heating systems, and assessing or replacing boilers beyond economic repair. Relevant delivery experience should include working in occupied domestic properties and carrying out programmes of energy-efficiency improvement. Competitors must be able to deliver boilers achieving A-rated performance and more than 90% efficiency, meet Part L of the Building Regulations, and support homes in reaching at least EPC band C. The requirement also calls for compliance with the Gas Safety (Installation and Use) Regulations 1998 as amended in 2023, so competent gas-safety delivery and suitable operational capacity are central to the work.
