Summary of the contracting process

East West Rail Company Limited is seeking suppliers for a multi-lot works framework to prepare the East West Rail route ahead of main construction. Work includes programme integration and principal contractor services; archaeological investigation and heritage mitigation; ground and geotechnical investigation and monitoring; environmental and ecological surveys; habitat and other mitigation works; and site preparation, early civil engineering and utilities investigation. Enabling activities include drainage, access roads, compounds, fencing, trial holes and utilities mapping. The framework is intended to improve programme readiness, reduce delivery risk and support mobilisation of later construction. The work will be delivered in the United Kingdom. The six lots cover an integrator and principal contractor role, historic environment, ground investigation, environmental surveys, environmental mitigation and enabling works.

The buyer invited offers through a competitive flexible procedure, using a selective process for a framework with call-offs both with and without reopened competition. Bidders may apply for any or all lots, but supplier awards are limited to one lot; lot interaction rules also govern conflicts, independence and supplier capacity. The enquiry deadline was 6 November 2026 at 12:00, and the deadline to submit the lot-preference and expression-of-interest forms to receive tender documents was 13 November 2026 at 12:00. The framework is scheduled to run from 1 February 2028 to 31 January 2032, with extensions of two years, one year and a further year. Its estimated value is up to £450 million excluding VAT across all lots and the full possible term; this is indicative, not guaranteed spend. Evaluation is weighted 60% quality and technical, 30% price and 10% social value, with a reduced social-value weighting for the historic environment and environmental survey lots.

The opportunity is divided by specialist market area, and the buyer identifies small and medium-sized enterprises as suitable for several lots, including heritage, ground investigation, environmental surveys, environmental mitigation and enabling works. It may suit firms with archaeological survey, excavation and post-excavation expertise; geotechnical or geoenvironmental investigation and monitoring capability; protected-species and ecological survey experience; habitat creation and environmental mitigation skills; or capacity for early civils, site establishment and utilities detection. The integrator lot calls for programme coordination, cross-lot integration, site safety and reporting capability, with one supplier appointed. Suppliers should be able to demonstrate delivery capacity and manage interfaces across concurrent rail-route preparation activities. Participation requires completing the lot-preference and expression-of-interest form; existing authority suppliers must also complete an ethical wall agreement.

Notice Title

CT4692 Programme Support Works Framework

Notice Description

East West Railway Company intends to procure a multi-lot Programme Support Works Framework to deliver a range of enabling, survey and early-stage works in support of the East West Rail programme. The framework will provide a coordinated mechanism for the delivery of works required to prepare the route ahead of main construction. These activities are expected to include (but are not limited to): *Ground investigation and site surveys *Environmental mitigation and ecological works *Utilities surveys and diversions *Archaeological investigations and mitigation *Early site establishment works (e.g. compounds, access routes, haul roads) The purpose of the framework is to accelerate programme readiness, reduce delivery risk, and enable efficient mobilisation of future main works. The estimated value is up to PS450m ex VAT (subject to change) which is spread across all lots over a period of 8 years. This value is purely indicative and not committee to be spent over the duration of the framework. The duration will be structured as a 4 year core term with the following optional extentions- 2 years, 1 year and a further 1 year (4+2+1+1). The framework lots are aligned to market specialisms to encourage participation by SMEs and Tier 2/3 suppliers with multiple suppliers awarded to each lot other than Lot 0 which will be awarded to one single supplier: Lot 0- Principle Contractor/Integrator Lot 1- Historic Environment Lot 2- Ground Investigation & Monitoring Lot 3- Environmental & Ecological Surveys Lot 4- Environmental & Ecological Works Lot 5- Enabling Works This procurement will be run concurrently with others. Bidders may tender for any or all of the Lots/Contracts identified in the table shown in document 'PSWF - Appendix Q - Lot_Contract Restrictions'. This approach is intended to support market participation and allow bidders to put forward appropriate delivery solutions. However, submitting tenders for multiple Lots/Contracts across the Procurements does not mean a bidder will be eligible to be awarded all Lots/Contracts. Award decisions will be subject to the Lot/Contract interaction rules set out in the letter, which are intended to: ~ Maintain independence between assurance, management and delivery functions. ~ Avoid conflicts of interest. ~ Prevent excessive concentration of specialist services within a single organisation. ~ Preserve effective commercial oversight. ~ Ensure suppliers have sufficient capacity and capability to successfully deliver awarded contracts. Please ensure you refer to document 'PSWF - Appendix Q - Lot_Contract Restrictions' for further detail.
