Summary of the contracting process

Leicestershire County Council is buying Community Life Choices services for adults aged 18 and over who are assessed as eligible for social care support. The framework is intended to promote independence, wellbeing, community participation and personal outcomes in people’s local communities. It has two lots: group activities based at a building and in the wider community, including group and one-to-one support such as travel training, help with work or volunteering, and potentially personal care; and managed Personal Assistants, recruited and supported on an individual’s behalf, with a view to the person managing their own assistant in future. Personal Assistants do not provide personal care or facilitate group activities. Delivery is in Leicestershire. The service category is health and social care.

The Council invited bids through an open procedure for places on a framework. The procurement has reached tender; the enquiry deadline was 30 October 2026 at 12:00 and the bid deadline was 12 November 2026 at 14:00. The framework is due to run from 7 June 2027 to 6 June 2030, with an option to extend to 6 June 2032. The stated gross value is £56 million for each lot. There are two lots, covering community-based group and individual activities, and managed Personal Assistants. Evaluation is pass/fail at each stage for price and quality; providers must pass all required elements to receive a framework place. Bids are submitted through the Council’s EastMidsTenders portal, and bidders must also register on the Central Digital Platform. The framework allows call-offs with or without reopening competition.

The opportunity suits providers able to deliver person-centred support that helps adults with eligible social care needs build independence and take part in their communities. Lot 1 is suited to organisations with a suitable community base and the capacity to provide both group activities and individual support across community settings. Relevant services may include travel training, support into work or volunteering, visits to local groups and venues, and personal care within the permitted activity. Lot 2 suits providers experienced in recruiting, employing and supporting Personal Assistants for individuals, including helping people move towards managing their own assistants. The Council indicates that small and medium-sized businesses and voluntary, community and social enterprises are suitable for both lots. Framework places depend on passing the required price and quality elements; providers should be prepared to meet those assessment requirements.

The framework is expected to provide services that promote independence, wellbeing, community engagement and positive personal outcomes, enabling people to live as independently as possible within their local communities.

Lot Information

Group activities within a defined base and out in the wider community

This includes group support and one-to-one support provided in the community from a building base. Examples of one-to-one support include travel training, support with work and volunteering opportunities. Group support can include visiting venues and groups in the local community and further afield. Within the building base and in the community, this may include the delivery of personal care

Renewal: The Community Life Choices Service (CLC) framework will run from June 2027 until June 2030, with the option to extend to 06th June 2032 (3+2).

Managed Personal Assistants

The Provider will manage individual Personal Assistants (PAs) with a view to the person managing their own PA(s) in the future. The Provider is asked to supply an appropriate PA and manage the recruitment, employment and support of that employee on behalf of the person in need of support. PAs are not expected to deliver personal care. This is on a one-to-one basis and is not offered as a group option. The PA cannot facilitate a group.

No formal market engagement has been undertaken in relation to this procurement opportunity. This notice is issued for information purposes only and is intended to provide visibility of the Council's current intentions to enable providers to undertake forward planning - this notice does not constitute a call for competition/invitation to tender. Interested bidders should monitor Find a Tender and the ProActis portal for any future notices relating to this opportunity. The Council is considering the establishment of a new CLC Framework to support adults who have eligible social care needs and who require support to achieve greater independence, wellbeing and participation within their local communities. The framework is expected to continue the Council's person-centred approach, supporting people to achieve the outcomes that matter most to them whilst promoting independence and reducing, delaying or preventing the need for longer-term support. The Council's current intention is that the framework will comprise of two lots - Lot 1: Group Activities within a defined base and out in the wider community & Lot 2: Managed Personal Assistants. The CLC framework will run from 07th June 2027 until 06th June 2030, with the option to extend to 06th June 2032.
