Summary of the contracting process

Leicestershire County Council procured adult social care and health care services for people assessed as needing support in extra care housing. The procurement is complete and both lots were awarded through an above-threshold open procedure under the light-touch regime. Lot 1, North, was awarded to Comfort Call Limited on 21 September 2026 for £7,000,000 excluding VAT (£8,400,000 including VAT), with a contract period from 1 November 2026 to 31 March 2029 and an option to extend to 31 March 2031. Lot 2, South, was awarded to Fosse Healthcare Limited on 21 September 2026 for £7,000,000 excluding VAT (£8,400,000 including VAT), running from 1 April 2027 to 31 March 2029, with the same possible extension date. Quality counted for 60% and price and financial robustness for 40%. Economic and technical selection criteria applied. Seven suppliers submitted valid bids, with 38 bids recorded for each lot.

This award shows a substantial, recurring requirement for providers able to deliver integrated adult social care in extra care housing across Leicestershire. A credible future competitor would need operational capacity across multiple housing schemes, reliable day and night staffing, and the ability to provide both responsive low-level support and individually tailored, person-centred care. Leicestershire County Council is committed to the delivery of high-quality Adult Social Care Services and Health Care Services for residents of Leicestershire who are assessed as requiring care in an Extra Care setting. Extra Care housing aims to meet the needs and aspirations of individuals through the provision of Services designed to accommodate changing needs, for example allowing older people to age in one place and preventing avoidable and/or emergency hospital or residential care admissions. Extra Care housing provides a supportive environment, offering a range of Services, from unplanned low level and physical response including night-time cover to individually tailored care Services (person-centred commissioned care). This Service has been developed to provide integrated health and social care services for people living in Extra Care and those assessed as eligible for care. This procurement is divided into the following Lots: Lot 1 - North: Loughborough/Melton Mowbray (Connaught House, Waterside Court and Gretton Court) Lot 2 - South: Blaby/Lutterworth (Birch Court, Oak Court and St. Mary's House)
