Summary of the contracting process

Leicestershire County Council is procuring adult social care and health care services for residents assessed as needing care in extra care housing. The service is designed to support people to age in place and help prevent avoidable or emergency hospital or residential care admissions. It includes unplanned low-level support, physical response, night-time cover and individually tailored, person-centred care, integrated with health and social care services. The procurement covers two areas in Leicestershire: North, comprising extra care schemes at Connaught House, Waterside Court and Gretton Court in Loughborough and Melton Mowbray; and South, comprising Birch Court, Oak Court and St. Mary's House in Blaby and Lutterworth. The work is classified as social work services without accommodation.

The process reached tender: Leicestershire County Council invited offers through an open procedure under the light-touch regime. It is divided into two lots, each with an estimated value of £7,000,000 excluding VAT and £8,400,000 including VAT. Lot 1 is scheduled from 1 November 2026 to 31 March 2029, with an option to extend to 31 March 2031. This opportunity suits established adult social care providers able to deliver integrated care in extra care housing, combining planned and responsive support with person-centred care for people with assessed needs. Suppliers should be able to provide physical response and night-time cover, coordinate effectively with health and social care services, and support residents whose needs may change over time. The requirement is suitable for small and medium-sized enterprises in both lots; voluntary, community and social enterprises are also identified as suitable for the North lot. Bidders must satisfy the economic and technical requirements set out in the Invitation to Tender and demonstrate the operational capacity, staffing and service-management capability needed across the named extra care schemes.

Leicestershire County Council is committed to the delivery of high-quality Adult Social Care Services and Health Care Services for residents of Leicestershire who are assessed as requiring care in an Extra Care setting. Extra Care housing aims to meet the needs and aspirations of individuals through the provision of Services designed to accommodate changing needs, for example allowing older people to age in one place and preventing avoidable and/or emergency hospital or residential care admissions. Extra Care housing provides a supportive environment, offering a range of Services, from unplanned low level and physical response including night-time cover to individually tailored care Services (person-centred commissioned care). This Service has been developed to provide integrated health and social care services for people living in Extra Care and those assessed as eligible for care. This procurement is divided into the following Lots: Lot 1 - North: Loughborough/Melton Mowbray (Connaught House, Waterside Court and Gretton Court) Lot 2 - South: Blaby/Lutterworth (Birch Court, Oak Court and St. Mary's House)
