Notice Description

Aster Group is undertaking a pre-market engagement exercise relation to a proposed procurement for communal cleaning and window cleaning services across its schemes in the South West and South East of England including London. The portfolio includes general needs housing, sheltered and supported schemes and care settings. The purpose is to gather information from the market and improve its understanding of available solutions, delivery models, innovation, risks, and indicative costs ahead of a potential procurement process. Feedback gathered from residents through recent surveys will also shape the specification.

Planning Information

The purpose of this engagement, in line with Section 16 of the Procurement Act 2023, is to: • inform the Authority's procurement strategy and final approach to market • understand market capability and capacity • inform specifications and requirements • test procurement routes and commercial models • Identify innovation opportunities • Improve accessibility for SMEs, VCSEs and new entrants • Help suppliers prepare for upcoming opportunities • gauge overall market interest in the opportunity • understand likely Interested Party appetite by lot • assess supplier capacity and regional coverage • inform the final procurement structure and lotting approach • identify any barriers to participation or delivery risks Please note: • This exercise does not form part of a formal procurement process and is not a call for competition. • Participation in this PME is voluntary and will not influence any future procurement evaluation or supplier selection process • Participation in this exercise will not confer any advantage or disadvantage in any future procurement process. • The Authority reserves the right to amend the proposed procurement and lotting strategy following completion of this engagement exercise. • Interested Parties may be invited to attend market engagement meetings, supplier days, demonstrations, or one-to-one sessions. • Any discussions will be for information-gathering purposes only and will not form part of a formal competition.
