Summary of the contracting process

Pembrokeshire County Council intends to procure residual waste treatment services for waste managed by the authority. The requirement is for access to a treatment facility capable of handling approximately 17,500 tonnes of residual waste per year, based on the quantity produced over the previous three years. The planned contract is expected to run from 1 April 2027 to 31 March 2030, with renewal provisions allowing the period to extend to 31 March 2031. The estimated value is £12 million excluding VAT, or £14.4 million including VAT. The requirement is above the applicable threshold.

This will suit established waste treatment and resource recovery operators with a facility, network or operational model capable of processing a substantial, recurring stream of residual municipal waste. Suppliers should be prepared to explain the treatment technologies and service models they can offer, including how they would manage waste that cannot be sent to landfill. The market engagement is intended to help the council understand the range of available solutions, so operators with different compliant treatment approaches may be able to influence the future specification and procurement strategy. The requirement is identified as suitable for small and medium-sized enterprises, which may include specialist treatment providers, regional operators and firms working through delivery partnerships.
