Summary of the contracting process

The Borough of Telford & Wrekin has awarded multiple contracts under "The Specialist Care Framework," aiming to deliver specialist care services for adults with learning disabilities, autism, mental health, and acquired brain injury needs. This multiprovider framework encompasses innovative and compassionate care solutions in Telford, Shropshire. The procurement process, identified under ID TWC001199, concluded with awards made on 18 March 2026, with contracts commencing on 1 April 2026 and ending by 31 March 2028. This competitive flexible procedure, classified under the "services" procurement category, features an open framework agreement, allowing for future provider inclusion. Currently, the procurement stage is "award," with the overall framework primarily focusing on health and social work services facilitated by the "light touch" special regime.

The awarded contracts represent significant business opportunities within the health and social care industry for organisations prepared to offer person-centred services in community-led environments. The framework scheme is particularly amenable to SMEs and other providers that meet regulatory requirements, such as holding Care Quality Commission (CQC) registrations where applicable. The flexible nature of the procurement process presents ongoing chances for providers to join the framework at later re-opening stages. The awards, featuring suppliers like Creative Support Ltd among others, highlight a substantial investment of £65 million, with services anticipated to be provided across various complexity levels, offering avenues for business expansion and community impact through tailored care provisions.
