Summary of the contracting process

National Energy System Operator Limited is procuring a UK-wide technical consultancy services framework for work supporting the energy system. It covers five disciplines: engineering and technical analysis; modelling, simulation and analytics; strategic technical consultancy; technical assurance covering safety, quality and compliance; and market design, economics and regulation. Services may include asset assessment and lifecycle modelling, power and gas network analysis, forecasting, energy-transition and decarbonisation modelling, whole-system strategy, resilience planning, safety engineering, quality management, sustainability advice, market design, econometrics, auction design and cost-benefit analysis. Lot 2 excludes data models, software and software-service packages, while end-to-end strategy-to-implementation solutions are procured elsewhere. Delivery is across the United Kingdom.

The procurement has reached tender: the buyer invited offers through a selective, competitive flexible procedure with two stages, a PSQ followed by an invitation to tender and contract award. Expressions of interest were due by 26 August 2026 at 23:59 BST. Tenders are submitted electronically through Ivalua, and the award decision was scheduled for 11 December 2026. Small and medium-sized enterprises are expressly considered suitable. Suppliers should be able to provide specialist advice relevant to the energy sector and demonstrate capability in one or more of the five disciplines, including the lot-specific technical work described. The PSQ includes mandatory NESO-specific questions assessed on a pass/fail basis, followed by technical scoring for shortlisted suppliers. Requests to participate require agreement to NESO-specific non-disclosure and non-collusion agreements. Framework rate cards, rebates and discounts will support later call-offs, and social value forms part of evaluation.

Provision advice and consulting services in relation to the strategy formation of Modelling, Simulation & Analytics including, discovery, envisage and design stages of advice relevant to NESO specific requirements. Consultancy and advice in this area may include, but not limited to, consultancy relating to the following topics: * Power system modelling * Scenario analysis * Network & demand forecasting & planning support * Digital simulations * Nodal Plexos (or equivalent) modelling * Integrated energy system planning * Flexibility & Future System Modelling * Climate and Resilience analysis and modelling * Energy transition analysis and modelling * Decarbonisation modelling Please note; Lot 2 does not include the procurement of data models or the provision of software and services packages. Projects which require end to end solutions from strategy, discovery design & implementation will be procured via alternative routes to market.
