Notice Description
Technical Consultancy Framework shall be a multi-lot framework. Works shall be awarded in line Framework Call-Off Procedure. The framework shall consist of 5 lots covering numerous disciplines: - Engineering & Technical Analysis, - Modelling, Simulation & Analytics, - Strategic Technical Consultancy, - Technical Assurance, Safety & Quality, - Market Modelling Design & Economics. Once established works under the framework shall be awarded via a combination of competitive allocation and direct allocation.

Engineering & Technical Analysis
Provision advice and consulting services across various energy types in relation to engineering and technical analysis advice relevant to NESO specific requirements. Types of services required in this lot includes but is not limited to: * Asset assessment, Asset lifecycle modelling, CAPEX optimisation / investment planning & Criticality frameworks and maintenance strategy * Root-cause analysis * Risk analysis * Unit cost analysis and data * Engineering technical support & Network resilience * Problem resolution * Power system engineering analysis * Gas network hydraulic analysis * Energy Transition (Multi Energy & Net Zero)
Renewal: 1 + 1 + 1 + 1 extension provision
Modelling, Simulation & AnalyticsProvision advice and consulting services in relation to the strategy formation of Modelling, Simulation & Analytics including, discovery, envisage and design stages of advice relevant to NESO specific requirements. Consultancy and advice in this area may include, but not limited to, consultancy relating to the following topics: * Power system modelling * Scenario analysis * Network & demand forecasting & planning support * Digital simulations * Nodal Plexos (or equivalent) modelling * Integrated energy system planning * Flexibility & Future System Modelling * Climate and Resilience analysis and modelling * Energy transition analysis and modelling * Decarbonisation modelling Please note; Lot 2 does not include the procurement of data models or the provision of software and services packages. Projects which require end to end solutions from strategy, discovery design & implementation will be procured via alternative routes to market.

Types of services required in this lot includes but is not limited to: * Whole-system strategy * Market analysis * Technical advisory * Infrastructure and Operational optimisation * Net Zero & Energy Transition Strategy * Resilience strategy (National energy resilience planning & Security of supply strategy)

Technical Assurance - Safety, Quality & ComplianceProvision advice and consulting services in relation to Environmental, Safety & Compliance advice relevant to NESO specific requirements. Types of services required in this lot includes but is not limited to: * Safety engineering * Quality management * Risk assessments and risk assessment methodologies * Technical policy review & drafting * Stakeholder & Policy Interface and alignment * Advisory Climate & Sustainability * Socio-economic Impact & Consumers analysis

Market Design & Economics & RegulationProvision advice and consulting services in relation to Market Design & Economics & Regulation advice relevant to NESO specific requirements.
