Summary of the contracting process

The London Borough of Hillingdon procured short break services for children and young people with disabilities and/or additional needs. The requirement is a health and social work service, covering delivery in Hillingdon, London. The service is intended to provide targeted short breaks for children and young people, with the specification and contract terms forming part of the competitive tender. The procurement was run by Hillingdon Council, whose Children’s Services led the requirement. The award covers one lot and includes the potential for additional one-to-one support hours delivered by sessional workers. This is a public-sector children’s support opportunity for organisations able to provide safe, suitable and responsive short break provision for disabled children and young people and those with additional needs.

The procurement is complete and has been awarded following a below-threshold open competition. Community Connex Ltd was awarded the contract on 24 April 2026. The awarded value is £251,688 excluding VAT, or £302,026 including VAT. The contract was signed on 8 June 2026 and runs from 8 June 2026 to 31 May 2029; the tender had originally identified 1 June 2026 as the commencement date. There was one lot, with a contract value of £258,000 excluding VAT and £309,600 including VAT. Evaluation was based on 80% quality and 20% price, subject to a budget limit. Six bids were received, with four reaching the final stage. Electronic submission was allowed through the council’s tender portal. The contract includes potential additional one-to-one support hours from sessional workers.

This award demonstrates established demand from Hillingdon Council for targeted short break provision for children and young people with disabilities or additional needs. Suppliers considering comparable future work would need credible capability in children’s health and social care, and the operational ability to deliver dependable, individualised support in Hillingdon. The evaluation placed substantially greater weight on quality than price, so providers should be able to evidence the safety, suitability and effectiveness of their service model, rather than compete on cost alone. The opportunity was marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Relevant organisations may include specialist children’s support providers, community-based care organisations and sessional-worker networks able to provide additional one-to-one support when required.
