Summary of the contracting process

The procurement process, currently in the planning stage, involves the Driver and Vehicle Standards Agency (DVSA), a central government public authority in the UK. The procurement is for the "T3 - Test Assessment Platform (TTAP)" and is categorised under IT services, specifically consulting, software development, internet, and support. Located in Bristol, this project aims to ensure the continuity of the Theory Test service, beyond the expiration of existing contractual arrangements. Key dates include a future notice planned for 1st April 2026, with the contract period expected to commence on 6th September 2028 and possibly extending until 5th September 2035. The process will address changes driven by technological advancements and social trends, with an estimated value of up to £45,600,000 GBP.

This tender opens opportunities for businesses specialising in IT services to engage with a significant government project that supports a statutory component of driver licensing in the UK. Companies that are adaptable to evolving technological needs and can provide innovative solutions will find themselves particularly well-positioned. The procurement process fosters participation from SMEs and voluntary sector organisations (VCSEs), offering a broad range of businesses the chance to contribute to a high-profile national project. Such involvement can bolster a firm's experience and credentials in the public sector, paving the way for further governmental opportunities.

Notice Title

T3 - Test Assessment Platform (TTAP)

Notice Description

Please note that this is a UK1 Pipeline Notice. This is not a PIN or call for pre-market engagement/competition. As this is a pipeline notice, there is no guarantee that a tender opportunity will result from this. Should a tender opportunity materialise, further notices will be published in relation to this. The DVSA seeks to secure continuity of service for the statutory Theory Test beyond the expiration of current Test Centre Network (TCN) and Test Assessment Platform (TTAP) agreement. As a statutory obligation, the Theory Test is a crucial component of driver licence acquisition in the UK. The DVSA aims to leverage the opportunity to develop a service that can flexibly pivot and innovate in response and in advance of technological and social changes. The Test Assessment Platform (TTAP) was previously referred to as the Test Engine and Test Content Management (TETCM) service. Values and contract durations included in this notice are based on current contractual arrangements and are only indicative of potential future values and durations, and will be subject to change as informed by business requirements and market engagement.
