Summary of the contracting process

Lincolnshire County Council is in the planning stage of a procurement process titled "Active Recovery Beds 2025," focusing on health and social work services. This public authority located in Lincolnshire is aiming to enhance adult social care through goal-focused reablement services provided within residential homes in the UKF3 region. The procurement process is categorised under services with a special regime outlined for light touch, and it qualifies as above threshold procurement. The tender is expected to be published in late November 2025, with full service commencement planned for April 2026, offering service operations from the 1st of April 2026 to the 31st of March 2029, with potential renewals extending to 2029.

This procurement presents significant opportunities for SMEs and VCSEs capable of providing specialised reablement services that can support individuals to regain independence and reduce care needs within a short span. Businesses with expertise in occupational and rehabilitation therapy, along with a capacity to collaborate effectively with multidisciplinary teams, would find this tender particularly suitable. The planned contract, valued at approximately £4.9 million, allows providers to align their services with Lincolnshire’s strategic healthcare goals, fostering sustainable business growth and community support. Companies interested are encouraged to register on relevant platforms like the Central Digital Platform and Panacea to engage in the tender process.

Notice Title

Active Recovery Beds 2025

Notice Description

An Active Recovery Bed (ARB) is an Adult Social Care led, goal-focused reablement service located in a residential home or residential home with nursing capacity within Lincolnshire. The ARB service supports a person's transfer to a residential home to receive Occupational Therapy and carer led reablement that cannot be delivered in their own home. This is for a short period of time, not to exceed 28 calendar days. The level of service provided to each person during their ARB stay is based on a comprehensive and personalised care plan with input from the multi-disciplinary team (MDT) including the care provider, social care practitioners and health professionals. The core principle of the service is to maximise Lincolnshire residents' independence and enable a person to resume living in their own home with either no care provision services or a reduction in the care provision services they require, within 28 days.
