Summary of the contracting process

GreenSquareAccord Limited plans to appoint strategic delivery partners for kitchen, bathroom and electrical works in its properties. The kitchen and bathroom work includes installing kitchens alongside GSA’s existing kitchen manufacturer, possible aids and adaptations, partial rewiring, and like-for-like bathroom and wet-room supply and installation. Electrical work includes full and partial rewires, general electrical upgrades, installations in kitchens and bathrooms, and electrical heating devices. Delivery is planned across England, from the North East and North West through Yorkshire, the Midlands, East and South East England, London and the South West. The procurement is classed as works, with associated goods, covering electrical installation and fitted-kitchen installation.

This is at planning stage: GSA has not yet issued an invitation to tender, and requirements and procurement approach remain indicative and subject to market engagement. GSA expects a competitive flexible procedure and intends to divide the work into lots. The planned contract period is 1 April 2027 to 31 March 2032, with a possible extension to 31 March 2037. The estimated value is £30,833,333 excluding VAT (£37,000,000 including VAT). GSA expects to publish a further notice by 16 June 2025. It is conducting preliminary market engagement to shape requirements and the route to market, inviting interested suppliers to register by email and complete a short questionnaire by 10 November 2026. Participation is not an evaluation and will not confer an advantage in a later competition.

The work is suited to suppliers able to deliver housing refurbishment and installation at scale, including kitchen and bathroom installation businesses, electrical contractors, and firms able to coordinate several trades as strategic delivery partners. Relevant capabilities include working with an existing kitchen manufacturer; fitting kitchens and bathrooms, wet rooms and adaptations; carrying out full or partial rewires and electrical upgrades; and installing electrical heating equipment. GSA has indicated that small and medium-sized enterprises are suitable for the planned lot. Suppliers can use the engagement to help shape the requirements and procurement approach by responding to the questionnaire. GSA says it will anonymise and aggregate information before using it, will not share supplier-specific information, and will treat participating and non-participating suppliers equally in any future competition.

GreenSquareAccord Limited (GSA) is exploring the market for a series of Strategic Delivery Partners to deliver the following workstreams: • Kitchen & Bathroom Installations • Electronical Component Replacements We intend to undertake preliminary market engagement activities to help shape our requirements, procurement approach and route to market. This engagement is being conducted in accordance with Sections 16 and 17 of the Procurement Act 2023, which encourage early market engagement while ensuring fairness, transparency and equal treatment of all potential suppliers. Participation in this PME will not confer any advantage or preferential treatment in any future procurement process. This notice invites interested suppliers to participate in pre-procurement discussions to support the refinement of our requirements and the development of a robust competitive procurement exercise. We would like to invite suppliers to participate by responding to a short questionnaire. GreenSquareAccord will remain compliant with the Procurement Act 23: • We will not be evaluating suppliers at this stage. • We will not be providing individual feedback or guidance at this stage. • We will not share supplier specific information with other suppliers. • We will not accept promotional gifts, trial access, or any incentives. • We will not indicate preferred suppliers. • All future procurement documents will be openly published. • Suppliers who do not participate will not be disadvantaged. • Information will be handled in accordance with data protection legislation All information gathered will be aggregated and anonymised before being solely used to shape the procurement.
