Summary of the contracting process

Northumberland County Council is establishing a framework for bridge repair and maintenance works across Northumberland, covering construction work for bridges (CPV 45221100). The requirement is divided into nine specialist areas: concrete repair and hydrodemolition; stone masonry; waterproofing; scaffolding; steel repair and fabrication; steel painting; driven piling; cast-in-place piling; and soil nailing. This suits contractors that deliver one or more of these highway bridge disciplines, either as specialist works providers or as businesses able to manage the relevant site activities. The work will be delivered across the county of Northumberland. Lots 1, 4 and 5 use quality and price scoring at 60:40, 60:40 and 80:20 respectively; lots 2 and 3 use 50:50. Lots 6 to 9 are evaluated on quality alone. Call-offs may use ranked direct award or further competition, with direct award thresholds applying to lots 1 to 5.

Suppliers should be able to provide evidence of the quality and technical approach required for their chosen discipline, particularly because quality carries substantial or exclusive weight in the evaluation. Framework members will be ranked within their lot and may receive work through direct award or project-specific further competitions. Further competitions can cover multiple projects, so bidders must be able to confirm capacity to deliver all projects bid for within the required timescales. The framework provides access to recurring county-wide bridge maintenance requirements, but does not guarantee any minimum workload or expenditure.
