Summary of the contracting process

Transport for London is planning to procure speed awareness course services for drivers referred following eligible speed or red-light camera offences in London. The courses form part of the National Driver Offender Retraining Scheme (NDORS), allowing eligible drivers to improve their driving attitudes and skills as an alternative to criminal justice action. TfL operates speed enforcement in partnership with the Metropolitan Police Service, supporting casualty reduction, safer traffic movement and the goal of eliminating deaths and serious injuries on London’s roads by 2041. The service is classified as education and training. Delivery is expected across the United Kingdom, enabling referred drivers to attend courses consistently wherever they are located. The planned procurement comprises one lot.

This is a planned procurement at the preliminary market engagement stage, not an invitation to tender. TfL is testing supplier interest and will use responses to inform its procurement and delivery strategy. Interested organisations are expected to request the market-sounding questionnaire and return it by 18 September 2026; TfL may then hold one-to-one engagement sessions with selected respondents. A subsequent procurement notice is currently expected on 5 July 2026. The planned contract period is 26 August 2027 to 25 August 2030, with renewal provisions allowing delivery to continue until 25 August 2032. The procurement is above the relevant threshold. The draft specification supplied for engagement is indicative and may change before the formal competition.

The work should suit established road-safety, driver rehabilitation, offender education and training providers with the operational capacity to deliver consistent courses for referred drivers across the UK. Providers will need to work within the NDORS framework and meet the quality and consistency requirements attached to its nationally registered courses and materials. The course provider and each individual instructor or trainer must hold a licence issued by UKROEd. Relevant organisations are likely to include providers already experienced in police-led driver intervention, structured behavioural education, course administration and the management of dispersed instructor networks. This engagement is an opportunity to understand TfL’s developing requirements and shape the future service, rather than a contract that can be bid for at this stage.

Notice Description

Transport for London (TfL) is undertaking a Preliminary Market Engagement (PME) exercise to gauge interest in the marketplace for suppliers to participate in a tender for the provision of Speed Awareness Courses. TfL works together in long standing partnerships with the Metropolitan Police Service (MPS) to jointly operate and administer speed enforcement in London. This shared responsibility includes the management of red light and speed camera offences on the network. This activity contributes significantly to the Mayor's targets for casualty reduction and the objective to eliminate death and serious injury on London's roads by 2041. The camera network also contributes significantly to traffic management, keeping traffic moving in a safe, compliant and efficient manner. It is well documented that speed or inappropriate speed contributes to a significant percentage of all collisions and a higher percentage of more serious collisions. The National Driver Offender Retraining Scheme (NDORS) has been developed to offer drivers the opportunity to benefit from improving their driving attitudes and skills following a police intervention. Eligible drivers are offered the opportunity to complete a course as a voluntary alternative to their offence being dealt with through the Criminal Justice System. NDORS has been established by the police service in collaboration with the National Association of Driver Intervention Providers (NADIP). The police service has formed the Road Safety Trust (RST), a charity, to provide the business support to the scheme through UK Road Offender Education (UKROEd). All NDORS courses and associated material are registered with the Intellectual Property Office and protected in law, in order to ensure the quality is at a sustainable high standard and courses are consistent allowing the offender to attend anywhere in the UK and receive the same education. The course provider and individual instructors and trainers must operate under a licence issued by UKROEd.

To participate in the PME activity for Speed Awareness Courses, please email mezanahmed@tfl.gov.uk to express your interest. You will then be added to TfL's mailing list for the Speed Awareness Courses PME and will receive the Market Sounding Questionnaire (MSQ) pack via return email. Please note that the deadline for submitting the completed MSQ is 18 September 2026. By expressing your interest, you will also be invited to participate in any future rounds of PME that TfL may conduct in relation to this project. TfL may invite a sample of respondents to participate in one-to-one supplier engagement sessions to further explore and clarify information provided as part of this PME exercise. To assist your organisation in responding to the MSQ, the MSQ pack will include a copy of the draft specification. Please note that the draft specification is not the version that will be issued as part of any subsequent formal procurement process and is provided solely to give context to this PME activity. Accordingly, the information contained within the draft specification may be amended or superseded and should not be relied upon for any other purpose. Please Note: This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind TfL to any approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent. Feedback received may be considered in the development of any future procurement and delivery strategies relating to the provision of Speed Awareness Courses. However, TfL will not enter a contract based on the responses to the MSQ. Any indicative cost or pricing information received in response to this MSQ will be used solely for planning purposes, such as estimating and budgeting. Responses will be treated in confidence and shared only with the TfL project team and its advisers (subject to any applicable Freedom of Information requests). Direct or indirect canvassing of the Mayor, any members of the Greater London Authority, employees, directors, board members, agents and advisers of TfL and any of its subsidiaries by any person concerning the MSQ documents or any related procurement process and any attempt to procure information from any of the foregoing concerning the MSQ documents may result in the disqualification of the person and / or the relevant organisation from consideration during the preliminary market engagement or for any associated procurement.
