Summary of the contracting process

The public procurement process conducted by Birmingham City Council concerns the administration and resources for Department of Works and Pensions initiatives. The project focuses on service provisions related to benefit services including the administration of Housing Benefit and Council Tax support, collection of overpaid benefits, and administration of discretionary awards. The procurement used an open procedure and is currently in the contract award stage with the award made to Capita Business Services Limited. Key dates for this procurement include a signing date on 26th January 2026, with the contract commencing on 1st February 2026 and potentially extending until 31st January 2030.

This tender presents significant opportunities for growth to businesses specialising in administrative and resource management services, particularly those experienced in public sector projects. It is ideally suited for larger enterprises that can provide trained personnel and compatible IT systems, as indicated by the award to a large-scale supplier, Capita Business Services Limited. Companies in the sector of benefit services and related IT systems integration would benefit from participating in such tenders, given the long-term engagement and potential contract extensions based on performance and funding. Emerging vendors aiming to expand their market share should align their offerings to meet local authority guidelines and IT compatibility requirements, positioning themselves for future opportunities.
