Summary of the contracting process

The Highland Council is currently in the planning stage for the procurement process of a Battery Energy Storage System (BESS) at the former Torvean Quarry in Inverness, UKM6. A key date to note is the estimated grid connection date set for 31 October 2027, with a developer expected to design, build, and operate the system. The council plans to tender this project via open competition, targeting interested developers with suitable experience. A Prior Information Notice (PIN) has been issued, with a further notice date anticipated on 12 June 2025, signalling a structured timeline for the procurement process.

Companies experienced in designing and operating large-scale energy solutions would be well-suited to compete for this contract. The chosen developer will benefit not only from the standing lease payments but also from a revenue-sharing arrangement with The Highland Council throughout the 20-40 year lease term. Additionally, an Option to Lease fee will be applicable from the contract award until the lease period commences, offering a structured investment opportunity. The project’s scale and long-term nature make it ideal for businesses looking to establish a strong foothold in the renewable energy infrastructure domain.
