Summary of the contracting process

The London Borough of Harrow procured 0–19 Health Visiting and School Nursing Services in Harrow. This is a public health services requirement covering statutory Healthy Child Programme development reviews and other health visiting support, including breastfeeding support and the Maternal and Early Childhood Sustained Home Visiting programme for vulnerable families. It also covers school nursing, including the National Child Measurement Programme, Reception-year vision screening, health promotion in schools and safeguarding work. The service is delivered for children, young people, families and schools in Harrow. The contracting authority is the London Borough of Harrow, a local authority. The procurement is categorised as health services, with CPV code 85100000.

The contract was formally awarded to Central and North West London NHS Foundation Trust (CNWL) on 13 June 2025 through Provider Selection Regime direct award process C, without a prior call for competition. The award was assessed entirely on the incumbent provider’s ability to satisfy the requirement and deliver quality; quality carried 100% of the evaluation and price carried 0%. The contract value is £21,682,744 over five years, including a three-year term and a possible two-year extension. The initial period runs from 1 July 2025 to 30 June 2028, with the extension period running from 1 July 2028 to 30 June 2030. The modification adds Band 7 school nurse provision within the Youth Justice Service for two days per week, 50 school nurse-led health promotion sessions and a school buy-back public health subsidy. These additional deliverables are valued at £135,000 over two years.

This requirement demonstrates demand for an integrated provider able to deliver community health visiting and school nursing at borough scale, combining statutory reviews, targeted support for vulnerable families, school-based prevention, screening and safeguarding. A credible future competitor would need appropriately qualified health visitors, school nurses and public health professionals, with the capacity to work across homes, schools and youth justice settings. Strong performance management would be important, including reliable delivery of mandated reviews, screening participation, health promotion and safeguarding interventions. Relevant experience of partnership working with local authority services, schools, children’s services, safeguarding bodies and wider NHS partners would strengthen a supplier’s position. Evidence of user satisfaction, service integration, innovation, social value, improved access, reduced health inequalities and sustainable delivery would align with the buyer’s stated priorities.
