Summary of the contracting process

Lancashire County Council is seeking mechanical and electrical engineering partners for building installation works across Lancashire. The scope covers new-build projects, extensions, adaptations and refurbishment in urban and rural settings. Mechanical work includes replacing boiler plant, associated equipment, wiring and controls, and heating installations in existing buildings. Electrical work includes rewiring existing buildings, with other specialist installations considered where they match a partner’s experience and expertise. Projects may serve education, community and sport facilities, leisure venues such as libraries and museums, adult and children’s social care, civic and corporate buildings, offices, and landscaping, environmental, external works and playing fields. The framework has two workstreams: mechanical and electrical, and businesses may offer for either or both. The main category is building installation work.

It is a framework with up to six contractors for each workstream, using call-offs with and without reopening competition, and an electronic auction may be used. Each workstream is scheduled to run from 1 December 2026 to 30 November 2030. The total estimated value is £12,000,000 excluding VAT, or £14,400,000 including VAT. The mechanical workstream is valued at £6,000,000 excluding VAT (£7,200,000 including VAT), as is the electrical workstream. Evaluation is based on price 40%, quality 50% and social value 10%.

This opportunity suits established mechanical and electrical engineering contractors able to deliver planned building works across a varied public estate and in both urban and rural environments. Mechanical specialists should be able to replace boiler plant, heating installations, associated equipment, wiring and controls; electrical specialists should be able to rewire existing buildings and may bring relevant expertise in other specialist installations. The requirement is suitable for small and medium-sized enterprises, and firms can pursue one discipline or both. Partners will need the capacity to undertake work across education, leisure, social care, civic, corporate and office settings, as well as external and playing-field environments. Strong technical delivery and service quality will matter more than price alone, while bidders must also demonstrate how they will deliver social value.

The scope of work typically includes, but is not limited to, * Lot D Mechanical - replacement boiler plant and associated equipment, wiring and controls, and or replacement heating installations to existing buildings. * Lot E Electrical - rewiring of existing buildings. Other specialist installations may be considered within the particular experience and expertise of the particular partner. Typically the work will cover the following sectors and some projects may incorporate a combination of more than one: * Education (including Community & Sport) * Leisure (Libraries & Museums) * Adult/Children's Social Care * Civic & Corporate * Offices * Landscaping, environmental, external works & playing fields The work will be carried out in both urban and rural environments. The framework will consist of the following lots and anticipated number of contractors per lot: 1. Lot D Mechanical - up to six contractors to act as mechanical partners 2. Lot E Electrical - up to six contractors to act as electrical partners. Tenderers responding to this ITT may bid for either or both lots.
