Summary of the contracting process

North Tyneside Borough Council commissioned domestic abuse services in North Tyneside, classified as social work and related services (CPV 85300000). The requirement covers a fully integrated, trauma-informed service for adults and children affected by domestic abuse, regardless of gender, protected characteristics or risk level. The wider model combines therapeutic and practical support to improve safety, recovery, empowerment and long-term resilience. Lot 1, the Domestic Abuse Support Service, covers community-based and accommodation-based support for adults, including refuge and dispersed accommodation, independent domestic violence adviser support, outreach, behaviour-change programmes and adult counselling. The procurement also included counselling, therapeutic support for children and young people, and youth outreach under a separate lot.

The procurement used the Procurement Act 2023 open procedure. The tender closed on 11 September 2025 at 12:00, with award decisions due by 27 September 2025. Lot 1 was awarded to The Cyrenians Ltd on 8 October 2025, following evaluation based entirely on quality. The award and signed contract are valued at £3,450,000 net (£4,140,000 gross). The contract was signed on 23 January 2026 and runs from 23 January 2026 to 31 December 2028, with two possible 12-month extensions to 31 December 2030. The contract includes measures covering referrals received, responses within two working days, and assessments of eligibility for support. The lots were suitable for SMEs and voluntary, community and social enterprises.

This procurement demonstrates sustained demand from North Tyneside Council for integrated domestic abuse support delivered across community and accommodation settings. A credible future provider would need to combine refuge and dispersed accommodation with outreach, independent domestic violence adviser provision, adult counselling and behaviour-change work. Delivery requires trauma-informed practice, practical and therapeutic interventions, and the ability to support adults and children with differing needs, risks and protected characteristics. Providers should be able to demonstrate safeguarding, referral handling, timely responses and consistent eligibility assessment, since these are explicit performance measures. Experience coordinating services across a borough, supporting recovery and resilience, and working with victims and survivors in a person-centred way would be relevant. The opportunity was presented as suitable for SMEs and VCSE organisations.
