Summary of the contracting process

The British Broadcasting Corporation (BBC) is engaged in a procurement process for a Distributed Denial of Service (DDoS) protection service intended to secure its Internet Network, which supports critical services such as BBC iPlayer and www.bbc.co.uk. The tender, initiated on 28th May 2025, has proceeded through the completion stage, with HCL Technologies UK Limited set to provide the service from 11th January 2027. This project falls under the information technology services category with a value amounting to £2,300,000 (gross £2,760,000) and is located within the United Kingdom. The process involves an open, competitive flexible procedure, and the contract may extend up to 10th January 2032. Key dates included the original submission deadline on 23rd June 2025 and the award notice published on 24th November 2025, with a standstill period ending on 4th December 2025.

This procurement presents substantial opportunities for growth in the IT services industry, particularly for businesses equipped with capabilities in DDoS protection and data network management. The requirement for a comprehensive suite of protection services signifies an opening for companies that can offer innovative, robust network security solutions. While HCL Technologies, a large-scale supplier, secured the contract, the tender process offered an opening to twelve bidders, stressing an inclusive platform suitable for businesses poised to deliver competitive quality and price per the award criteria. Companies with robust technical and economic credentials, whether established or expanding into the public sector marketplace, would find tenders of this nature conducive to growth. The potential for contract extensions underscores the value of establishing and nurturing business relationships in this sector.

Notice Title

Distributed Denial of Service (DDoS) protection service

Notice Description

The requirement for a Distributed Denial of Service (DDoS) protection service sits within the BBC Technology and Media Operations group, and specifically the Digital Distribution team. * Digital Distribution has had a Network DDoS Protection service in place since 2016 to protect the BBC's Internet Network. The purpose of this is to provide a malicious traffic 'scrubbing' facility in the event of a volumetric packet-based or protocol-based traffic attack targeting the services on the network and exhausting circuit or server capacity. It forms part of a suite of protection services and techniques required to continually protect the BBC's Internet edge from attack. * The BBC's Internet Network carries all the BBC's audience facing traffic and CDN origin traffic. Additionally, it provides transit for the corporate network. The availability of this network and services delivered across it are crucial in maintaining the BBC's online presence for critical services such as www.bbc.co.uk and BBC iPlayer. * The current DDoS protection service has been provided by the incumbent supplier since 2019. The BBC is now entering a tender process to procure this service from December 2025 and ensure continued network DDoS protection.
