Summary of the contracting process

The procurement process involved Nottingham City Council as the buying authority, focused on executing the "CPU 7273 - Green's Windmill MEND Repair Programme - Conservation Build." This project falls under the construction work industry category and was located in Nottingham, United Kingdom (region UKF14). The procurement stage has reached completion, with the final contract being signed on 16th October 2025. The Green's Windmill project aimed to restore the Grade 2 listed heritage site, supported by grant funding from the Museum Estate and Development Fund managed by Arts Council England. The procurement was conducted using an open method, specifically mentioned as "Below threshold - open competition," highlighting its inclusive approach.

This tender presents significant growth opportunities for businesses, particularly those specialising in construction and heritage conservation. As the main procurement category was works, construction enterprises, especially SMEs and those capable of heritage conservation projects, stood to benefit from this contract. The award criteria placed substantial emphasis on quality and price, suggesting that businesses equipped with robust restoration skills and competitive pricing strategies were well-suited to succeed. The successful contractor, Ackroyd Electrical Services Limited, exemplifies suitability, operating within a small to medium-sized enterprise framework in the local region.

Notice Title

CPU 7273 - Green's Windmill MEND Repair Programme - Conservation Build

Notice Description

The Authority would like to appoint a Main Contractor to deliver a programme of repairs and restoration to return Green's Mill to working condition. Green's Mill is a Grade 2 listed heritage site built by Mr Green in 1807. His son, George Green, a celebrated mathematician inherited the Mill but after his death in 1841 it fell rapidly into disrepair. Acquired by Nottingham City Council in 1985 it was restored as a working Windmill along with construction of new buildings to form a Science Centre where visitors can discover the importance of Green's Theorem. Due to decay in the cap frame and issues with deterioration, the sails were removed in 2022. The cap has difficulty turning due to various alignment issues, including the fantail pinion at the curb popping out of gear; it has had such problems for some time. The freehold is held by Nottingham City Council and the site is operated (including public facing) by Green's Mill Trust on behalf of Nottingham City Council. The project is grant funded by the Museum Estate and Development Fund [MEND] which is managed by Arts Council England.
