Summary of the contracting process

The London Borough of Hackney is actively seeking a Design and Build Contractor for the development of mixed-tenure housing on the De Beauvoir Estate. This significant procurement process is under the Competitive Flexible Procedure as detailed in the Procurement Act 2023. The project, valued at £150 million, aims to deliver new homes as part of Hackney's housing programme. Key stages such as Regulatory compliance design review and detailed design development are included within the contract, which is anticipated to commence in September 2026. Interested parties must submit their Expression of Interest by 21st November 2025, 12:00pm. The procurement, which is focused under the 'works' industry category, targets the UKI41 region and requires contractors to undertake considerable pre-construction activities before the main contract works begin.

This procurement offers substantial growth opportunities for construction firms specialising in large-scale housing developments, particularly those with the capability to manage and deliver complex design and build projects. With a focus on compliance with regulatory frameworks and working collaboratively within a structured framework of stages, businesses that demonstrate strong technical capacity, experience with similar projects, and effective cost management are likely to thrive. Companies that can engage robustly with supply chains and local authorities to deliver quality solutions while meeting financial and regulatory expectations will find this tender particularly suitable. As such, it represents an excellent opportunity for firms looking to expand their project portfolios in London's housing sector.
