Summary of the contracting process

The procurement process initiated by Bath & North East Somerset Council has progressed to the award stage for the "Coordination of Volunteers to Support Refugees" contract. This contract, situated in the UKK12 region, falls under the services category, specifically related to relocation services. The procurement involved a "light touch" regime, and despite initially facing a failed tender process, the contract was ultimately awarded to Bath Welcomes Refugees, a supplier classified as a small and medium-sized enterprise (SME) and a voluntary, community, and social enterprise (VCSE). Significant dates include the contract's start on 1 June 2025, with its estimated value being £262,000 and a potential renewal option extending the contract until 2029.

This contract presents opportunities for businesses, especially those specialising in volunteer coordination, community support, and relocation services, to expand their reach and influence by capitalising on growing needs in refugee assistance. Companies with expertise in social services, community engagement or those possessing a shared ethos with Bath Welcomes Refugees can thrive in this competitive space. Businesses eager to support refugee resettlement programmes and collaborate closely with local councils to complement core services would be well-suited to benefit from similar procurement initiatives.

Notice Title

Coordination of Volunteers to Support Refugees

Notice Description

The overall aim of this commission is to co-ordinate the support being offered by members of the community in B&NES to various cohorts of refugees. Since the government Homes For Ukraine sponsorship scheme opened in the Spring 2022, more than 380 Ukrainian guests have arrived and been accommodated in host homes in the B&NES area. As well as hosts offering accommodation, other B&NES residents have also stepped forward as they wish to help and support in different ways. As well as arrivals from Ukraine, there are also arrivals under the Afghan and UK Resettlement Schemes who may also benefit from some volunteer support. The council is looking for a provider to co-ordinate and support volunteers who wish to help, and ensure that the help they are offering is appropriate and accessible. It will also be important to ensure that the volunteer offer complements the core services being provided to refugees and displaced communities by the council's Resettlement Team, other council teams and other organisations. Following a previous failed procurement, the contract has been awarded to the second placed bidder from the previous tender process.
