Summary of the contracting process

Historic England has completed the procurement process to appoint a panel of external legal firms to provide legal services for a term of four years. The "Historic England Legal Framework" contract has been awarded under a selective competitive flexible procedure, covering legal services for Historic England and English Heritage. Located in Swindon, UK, Historic England sought legal firms to fill expertise where in-house capacity is lacking. The buying organisation finalised this contracting process on 11th March 2026, with an award active since November 2025. The legal framework's contract value amounts to £2,250,000, with a potential one-year extension until September 2030. Initially initiated as an open tender process, the procurement underwent multiple stages including final tender submissions by June 2025, paving the way for a seamless legal advice service.

This tender presents notable opportunities for large legal firms to secure significant government work. Being part of Historic England's legal framework panel means constant collaboration and high-value projects over the contract's lifetime, offering substantial business growth potential. Firms such as Trowers & Hamlins LLP, Bevan Brittan LLP, and Womble Bond Dickinson (UK) LLP — due to their scale and capacity — successfully garnered positions on this panel, demonstrating their capability to provide comprehensive legal services. Legal firms specializing in public sector work and those with robust service offerings in advisory, representation, and information services are ideally suited to compete in similar selective and competitive flexible procurement processes in the future.
