Summary of the contracting process

Lancaster City Council, in collaboration with Lancashire County Council, is currently in the planning stage of a procurement process entitled "Central Morecambe - Development Opportunity Sites." The project aims to develop sites in Morecambe to enhance its role as a local service centre and improve its commercial, cultural, and leisure offerings. The procurement process is primarily focused on works within the construction and real estate services categories. The councils have initiated a pre-market engagement to assess market interest and capacity, with a deadline for responses set for 27th June 2025. The project targets activities in the UKD4 region, with construction expected to commence on 1st April 2026 and conclude by 31st March 2029.

This procurement presents lucrative opportunities for businesses involved in construction and real estate services, particularly those capable of delivering innovative, multifaceted projects. Small and medium-sized enterprises (SMEs) are encouraged to participate as the project is open to SME tenders, allowing them to contribute to significant regional development and establish their presence in public sector projects. The engagement offers a chance to shape the future service and commercial landscape of Morecambe, enabling participating businesses to expand their portfolio and establish robust connections with local government entities.
