Summary of the contracting process

Leeds City Council has recently awarded a contract for the delivery of stairlift and special lift adaptations under a closed framework. This contract covers the council's domestic and non-housing properties in Leeds, focusing on the manufacture, supply, installation, and recycling of stairlifts and specialist lifts. The procurement, conducted through open competition, is divided into Lot 1 for stairlifts and Lot 2 for specialist lifts. The award process concluded on 4th February 2026, with notable awards being made to Stannah Lift Services Limited, Ammcass Construction Engineering Group Limited, Terry Group Limited, Wessex Lift Co Ltd, and Pollock Lifts Limited. The contract period extends from 4th February 2026 to 3rd February 2029, with possible extensions until 2030. The main procurement category is works, and it falls under sub-central government authority.

This tender presents significant business growth opportunities, especially for companies specialising in lift construction work. Since the framework allows participation at different ranked levels, small and medium-sized enterprises (SMEs) can benefit by competing for subsequent work offers, even if they are not the initial choice. Companies like those awarded in this round, which provide comprehensive solutions for lift manufacture, installation, and maintenance, are well-suited to compete. This procurement not only emphasises quality and cost-effectiveness but also facilitates SME involvement, making it an ideal platform for enterprises looking to expand their market influence in public sector contracts.
