Summary of the contracting process

The London Universities Purchasing Consortium (LUPC) completed a procurement process for the provision of legal services under the title "LEGAL SERVICES PA23". The industry category for this procurement falls under legal services. Located in London, the procurement aimed to establish a multi-provider framework agreement to serve members of LUPC and other affiliated consortia including HEPCW, NEUPC, NWUPC, and SUPC. The procurement was conducted via an open procedure, with the final award taking place in January 2026. The framework encompasses various lots each designed to accommodate different pricing bands and specialisms, ensuring adaptability to the diverse needs of its members, ranging from small to large scale requirements across the UK.

This tender presents significant business growth opportunities by involving a wide range of legal service providers. Law firms, particularly those with full-service capabilities and varied specialisms, are well-suited to compete as the framework supports selections based on practice areas, jurisdiction, and cost banding. The inclusion of SME law firms highlights opportunities for smaller enterprises to participate. With a structured pricing model and an anticipated £45 million gross framework value, the tender offers substantial prospects for firms looking to expand their client base within the education, arts, science, charity, and public sectors across England and Wales.
