A credible competitor would need to demonstrate capacity to respond to orders with differing locations, timescales and types of work, as framework work is allocated by supplier ranking and the buyer checks the highest-ranked supplier’s capacity before placing an order. If that supplier cannot meet the requirement, the next-ranked supplier is approached; exceptional orders may be competed through a mini-competition. The evaluation gives half the score to commercial pricing, with the remainder based on quality and social value. The lots were considered suitable for SMEs and voluntary, community and social enterprises, and the selected suppliers include SMEs.
