Summary of the contracting process

The Mayor’s Office for Policing and Crime (MOPAC) procured a pan-London stalking support service for victims across all levels of risk. The service combines and replaces the existing London Stalking Support Service and the victim advocacy service integrated within S-TAC. It covers health and social work services, including support and advocacy for people affected by stalking. Delivery is across London. The requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It is a public service commissioned by MOPAC and is intended to provide a single service operating across the capital rather than separate local arrangements. Organisations considering comparable work should therefore be able to support victims across different risk levels and operate at pan-London scale, with the systems and partnerships needed to deliver a consistent service across the whole area.

The procurement is complete: Suzy Lamplugh Trust was awarded the single lot on 7 October 2025, and the contract was signed on 28 November 2025. The contract value is £4,620,000 excluding VAT, or £5,544,000 including VAT. The contract runs from 1 April 2026 to 31 March 2030, with two possible extensions of up to one year each, allowing a maximum end date of 31 March 2032. MOPAC used an open competitive flexible procedure with staged submissions: an initial questionnaire and tender, negotiations, and a possible best and final tender. The tender deadline was 14 July 2025 and the enquiry deadline was 7 July 2025. Evaluation was quality-led: approach and methods 20%, stakeholder work 20%, demand management 10%, staffing and resources 10%, service-user voice 7.5%, equality, diversity and inclusion 7.5%, performance 5%, value for money 10%, and mobilisation 10%.

This award demonstrates demand for a specialist stalking support provider able to deliver victim services consistently across London and across different levels of risk. A credible competitor would need a strong service model and clear methods for assessing and responding to demand, supported by effective referral and stakeholder arrangements. It would need sufficient qualified staff, operational resources and mobilisation capacity to establish and run a large, combined service. Meaningful involvement of service users, robust equality, diversity and inclusion practice, and measurable performance management would be central to competing successfully. The evaluation also shows that value for money matters alongside service quality. Community and voluntary-sector organisations, including SMEs, are well placed where they can demonstrate relevant victim-support expertise, partnership working and the organisational capacity to coordinate a pan-London service.
