Summary of the contracting process

Yorkshire Purchasing Organisation is procuring textile fabrics and related items (CPV 19200000) through a framework for its customer base. The nine product areas cover 100% polyester felt squares, 30% wool and 70% viscose felt, calico, cotton T-shirts, polyester cotton, fabric bundles, hessian, silk and binca. Customers include educational establishments, non-educational organisations, limited companies, exporters and private individuals, with requirements spanning early years, secondary and higher education. Depending on the product area, goods will either be delivered to YPO’s warehouse in Wakefield for onward supply or delivered directly to the end customer. The framework is intended to support stocked products as well as direct-delivery orders across the United Kingdom.

The procurement has reached tender: YPO invited offers through an open procedure and competitive tendering for a framework agreement. Bids were due by 22 September 2026 at 14:00, and enquiries by 15 September 2026 at 23:59. The award decision was scheduled for 23 October 2026 at 23:59. The contract period is 15 November 2026 to 14 November 2030, with renewal rights recorded. Each lot is estimated at £1,500,000 excluding VAT and £1,800,000 including VAT; these figures apply separately to the lots and must not be totalled. Evaluation is 40% cost, 30% quality, 10% delivery and customer service, and 20% social value. A successful supplier pays a 3% marketing contribution based on its award value.

This opportunity suits manufacturers, wholesalers and specialist textile suppliers able to provide one or more complete product ranges across the nine lots. Suppliers should be able to demonstrate consistent product quality, suitable specifications and reliable fulfilment for education and other customer markets. Operational capability is important: successful providers may need to stock goods for delivery to YPO’s Wakefield warehouse or manage direct delivery to individual customers, depending on the lot. Strong delivery performance and responsive customer service will be assessed alongside quality. Bidders should also be prepared to offer credible social value and sustainability measures supporting their product ranges. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

YPO are looking for Suppliers to be appointed onto a Framework Agreement following a Competitive Tendering Procedure for the supply of Felts and Fabrics. This Framework is designed to meet the needs of YPO by establishing an agreement where stock will be delivered to YPOs warehouse in Wakefield or the end customer will place the order with the Supplier and the Supplier delivered direct to the end customer depending on lot. This framework covers Felt, silk, polyester cotton, hessian, binca, fabric bundles and cotton t shirts. The goods are to be delivered to YPO warehouse in wakefield or direct to the customer. The customer base includes educational establishments / non education and Limited company customers (eg export /private individuals)

Planning Information

YPO are looking to start pre market engagment for the provision of Felts and Fabrics. Including craft felt squares, calico and printing, polyester cotton, cotton t-shirts, fabric bundles, hessian, silk and binca to be stocked in the YPO warehouse in Wakefield (WF2 0XE) for delivery to our customer base. Most items will be stocked in YPOs warehouse and there may be some direct delivered to customer items. YPO intends to close the preliminary market engagement by the 27/06/2025. YPO are looking for testing methods to ensure we achieve best value and quality in the market. How do you as manufacturer test these products to ensure consistence in high quality? YPO are looking to find the standard product ranges available in the market to allow us to build the product specifications for each proposed lot. Eg pack sizes /fabric composition / colours available / fabric sizes/ environmental claims (this may include customer feedback you have to support). YPO require detail of ranges that can be offered by providers for specific markets. (YPO require providers that can offer full ranges of product to meet the needs of the customer base from Early Years through to Secondary and higher education) YPO are looking for your social value / sustainability offering to support your product ranges. YPO reserves the right to not commit to advertising this tender if we do so wish. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023 as relevant.
