Summary of the contracting process

The Department for Energy Security & Net Zero procured specialist services to create standardised document templates and guidance for community energy shared-ownership projects across the UK, for use by Great British Energy. The work supports communities and renewable energy developers by making shared ownership models easier to understand and implement, reducing the legal complexity of participating in local renewable energy projects. The scope included agreeing the required legal documentation during a scoping phase, drawing on legal expertise and knowledge of community energy. The contract was terminated on 1 September 2026 because it reached its natural termination date; final invoiced value was £416,666.66 excluding VAT (£500,000 including VAT).

For a future requirement of this kind, credible suppliers would need to combine strong legal drafting with a practical understanding of community energy and renewable-energy development. Relevant capability includes designing clear, reusable templates for different shared-ownership models, producing accessible guidance for community organisations and developers, and translating complex legal arrangements into documents that non-specialist users can apply. Experience engaging with public bodies, energy-sector stakeholders and local communities would strengthen a response. The award also shows that the buyer valued a structured quality submission, with cost assessed separately and an interview stage for closely ranked suppliers. Smaller organisations were able to compete, while specialist legal and community-energy subcontracting formed part of the delivery model.

Notice Description

Communities across the UK want to be part of the energy transition, actively engaging in and benefiting from local renewable energy projects. Shared ownership of these projects is a key way for communities to gain a stake, feel involved, and directly benefit from the energy transition. Shared ownership levels in the UK are lower than in other European countries and Great British Energy would like to help address this gap. We recognise that developing standardised templates, guidance documents, and other resources for both communities and renewable energy developers would help increase shared ownership. The objectives of the project are to: * Facilitate higher levels of shared ownership in the UK, by providing template project documentation for each community energyshared ownership model, with accompanying guidance that will together "de-mystify" legal complexity faced by community organisations, developers, and other stakeholders in the sector. * The specific legal documentation required will be agreed upon between the Authority and the Supplier during a Scoping Phase. This will build upon both legal expertise as well as knowledge of shared ownership and community energy. This was a procurement run by DESNZ and will be for servcies delviered to GBE. The Authority reserves the right to novate this contract to GBE at that point the organsiation is equiped to manage contracts itself.
