Summary of the contracting process

MAG Airport Limited established a framework for carbon credits supporting the decarisation of airport operations and wider sustainability objectives. The requirement covers carbon reduction offsets, nature-based carbon removals and engineered carbon removals, including supply and management of MAG’s carbon offset portfolio. A combined requirement also includes market intelligence, such as live and historic credit pricing across technologies and projects, price forecasts, and market and regulatory updates. The services support MAG’s emissions reduction commitments, including its transition towards carbon removals and support for UK nature-based projects. Delivery covers England, Scotland and Wales. The procurement is for services relating to the purchase of CO2 emission credits (CPV 90731210), with MAG Airport Limited as the buying organisation.

This procurement has been awarded. The active award covers the nature-based carbon removals, engineered carbon removals, and combined carbon offsets and removals lots, with final award status dated 21 July 2026. The framework uses a selective competitive flexible procedure with three stages: pre-qualification questionnaire, invitation to tender and contract award. It allows up to nine framework participants, with competition reopened for some or all call-offs, and suppliers could be awarded a maximum of three lots. The framework period is 1 March 2026 to 31 March 2029, with an option to extend to 31 March 2031. Estimated lot values are £375,000 for nature-based removals, £458,333.33 for engineered removals, £833,333.33 for the combined lot, and £1,075,833.33 for offsets and both removal types. Evaluation covered technical quality, commercial cost and ESG.

This requirement is relevant to suppliers that can source and manage credible carbon offset and removal credits for a major airport operator. Strong candidates would need capability in nature-based projects, engineered removal technologies, or both, depending on their intended scope, together with portfolio management and dependable credit supply. Suppliers offering the combined requirement would also need market intelligence capability, including monitoring prices, technologies, projects and regulatory developments. MAG’s stated focus on emissions reduction, biodiversity, UK nature-based projects and alignment with the Oxford Principles indicates that environmental integrity, traceability and credible sustainability outcomes are important commercial considerations. The competitive model favours organisations able to pass a pre-qualification stage, present technically sound and commercially robust proposals, and demonstrate strong ESG performance. The framework structure may suit established specialists and credible consortia covering complementary carbon markets expertise.

Notice Title

Carbon Offsets & Carbon Removals Framework

Notice Description

Manchester Airports Group (MAG) is seeking to appoint suppliers on a Framework for the supply of carbon reduction offset credits (carbon offsets) and carbon removal credits (carbon removals) to fulfil MAG's requirements. We understand the urgent need to decarbonise airport operations, and the wider economy, and we are playing a pivotal role in enabling the industry to achieve its net zero ambitions. We have a responsibility to drive change and support the transition to a sustainable aviation industry. We are also committed to championing biodiversity and preserving the natural environment. MAG currently offsets all of its scope 1 and 2 emissions with carbon reduction offset credits. We are also currently certified at Level 3+ through the Airport Carbon Accreditation Scheme. MAG have committed to setting a near-term science-based target through the Science Based Targets initiative (SBTi). This target includes reducing MAG's operational emissions (market-based scope 1 and 2) by 48% by 2030, against our 2019 baseline. Alongside this, In MAG's 2025 Sustainability Strategy, 'Creating a sustainable future for all', we have committed to purchasing carbon removals so that, by 2030, they address 50% of our residual scope 1 and 2 market-based emissions and 100% by our net zero operational target of 2038. We have also committed to supporting UK nature-based projects through our portfolio of carbon reduction offsets and carbon removals. MAG's transition towards carbon removal credits will be aligned to the Oxford Principles for Net Zero Aligned Offsetting, with a transition between nature-based removals and engineered removals over time. More information about the scope of this Procurement will be described in the relevant documents provided by the MAG Procurement team.
