"riskDetails": "The satisfactory performance of the contract may be jeopardised by the following risks, which by their nature, are unable to be addressed in the contract as awarded: The changing needs and requirements of the Council and the changing demands placed on the Council by its customers. Increases or decreases in funding - such as reductions or additions in budget allocations as part of the Council's budget setting processes, or as a consequence of additional funding streams which were unknown at the time of awarding the contract, but which are provided to increase the volume and scope of services delivered The current financial envelope may not be enough to deliver all the service aspirations as set out by children and young people and stakeholders in the engagement work and to meet current or future demand for services. The rising demand for services, along with projected future increases, may present financial pressure on organisations. The ability to manage these pressures will need to be demonstrated and considered as part of the tendering process. Changes arising from the Local Government Reorganisation Changes in legislation or national guidance The NHS is moving towards a new operating model which includes the rationalisation of Integrated Care Boards (ICB). This will involve fundamental changes to the manner in which ICBs are organised, structured and funded. The intention is for the Coventry and Warwickshire ICB to develop a strategic alliance with Hereford and Worcester. The implications of what this means for WCC are currently unclear, however there is a risk to any Joint Commissioning arrangements, if appropriate agreements between the organisations are not in place to govern how services are funded and commissioned. The identification of additional service recipients, not originally captured by the scope of the contract Opportunities offered by emerging/new technologies.",
