Summary of the contracting process

The Environment Agency has completed the procurement process for "Lot 2 - Biowaste training - Aerobic treatment" and "Lot 1 - Biowaste training - Anaerobic treatment" catering to specialist training services within the biowaste sector. The buying organisation, located in London, is part of the UK central government and seeks to enhance EA officers' biowaste capability. The procurement method adopted was an open competition, with contracts signed on 23rd January 2026, effective from 2nd February 2026 to 1st February 2029, with potential for extensions. The contracts focus on providing formal learning interventions and compliance assurance through process understanding, coaching, and mentoring. The first tender involved anaerobic treatment, while the second tender covered aerobic treatment. Both training lots are completed, and the Renewable Energy Association was awarded the contracts worth £75,123.60 and £78,363.60, respectively.

This series of training projects open avenues for businesses specialising in biowaste management and regulatory services to expand their market and expertise, particularly those already involved in the UK energy sector. Large-scale and established organisations, like the Renewable Energy Association, are well-positioned to compete in such tenders due to their existing resources and expertise in delivering specialist training services. Moreover, opportunities for small and medium-sized enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSE) were considered, promoting diverse participation. Businesses with technical proficiency and experience in anaerobic and aerobic biowaste treatment methodologies could leverage these contracts to cultivate business partnerships and enhance their service offerings while contributing to the UK energy security initiative.
