Summary of the contracting process

The Police, Fire and Crime Commissioner for Northamptonshire procured target hardening home security services for Northamptonshire Police. The requirement covers emergency and security equipment, including locksmith services, to improve the security of victims’ homes. Work is delivered across Northamptonshire, including Northampton and Wellingborough. The service involves arranging and carrying out home security measures following referrals, rather than supplying equipment alone. It therefore suits providers combining practical domestic security work with a responsive victim-support service. The procurement included both goods and services, with the service element central to delivery. The buyer is a sub-central public authority, and the requirement was suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The procurement is complete and has resulted in contracts. It used an accelerated open procedure. Four bids reached the final stage, including two from voluntary, community and social enterprises. Evaluation weighted technical quality at 55%, price at 40% and social value at 5%. Safe Partnership Limited was awarded the contract on 9 March 2026 for £207,000 excluding VAT (£248,400 including VAT), but its contract was signed on 14 May 2026 and terminated on 10 August 2026 by mutual agreement under clause 48.1. Care & Repair Northamptonshire Limited then signed an active replacement contract on 10 August 2026, valued at £191,604.84 excluding VAT (£229,925.81 including VAT), running from 10 August 2026 to 19 May 2027, with two 12-month extension options to 19 May 2029.

This requirement demonstrates recurring demand from Northamptonshire Police for a locally deliverable, referral-led home security service. A credible competitor would need practical locksmith and domestic security capability, suitable emergency and security equipment, and the operational capacity to contact victims on the same or next working day, acknowledge referrals on the day received and complete work within three working days. Strong contract management would also be important: suppliers must return completed job sheets within seven days, provide monthly performance returns and evidence how complaints were handled. Staff training and DBS certification are explicit performance expectations. Providers able to evidence reliable safeguarding, responsive field teams, quality assurance and meaningful social value would be well placed when this requirement is next competed.
