Summary of the contracting process

Wrexham County Borough Council has issued a procurement process for the hire and maintenance of building maintenance vehicles under the title "Hire and Maintenance of Building Maintenance Vehicles," with an emphasis on supporting the Council's net zero ambitions. This ongoing process includes a recent contract amendment dated 16th June 2026, which extends the contract period from 9th July 2026 to 8th July 2027. The Council is conducting a comprehensive fleet review to determine future vehicle and infrastructure needs, especially concerning electric vehicles. This procurement falls under the public authority - sub-central government within the Welsh devolved region, led through a direct award process. The initial contract was awarded to A N Richards Ltd, a supplier based in Wrexham, and had a value of £1,300,000 GBP for the previous contract period of 7th July 2025 to 6th July 2026.

This procurement presents significant opportunities for businesses involved in vehicle hire, maintenance, and green technology solutions. Companies that specialise in supplying and maintaining commercial vehicle fleets, including those with a focus on sustainable and electric vehicle technologies, would find this tender particularly advantageous. Additionally, businesses offering infrastructure solutions for electric vehicle charging stations may also benefit, as Wrexham Council aims to expand their fleet review's recommendations to enhance their operations while adhering to environmental targets. Such contracts ensure continued support in meeting operational demands and environmental goals, offering stable growth avenues for businesses in these sectors.

Notice Title

Hire and Maintenance of Building Maintenance Vehicles

Notice Description

A further 12 month contract with the incumbent supplier for the hire and maintenance of 91 vehicles for Housing and caretaker teams. This additional 12 months will enable the Council to complete its fleet review to determine what vehicles will be required in the future to support Council objectives while maintaining operational capacity/performance. Upon completion of this review a compliant procurement exercise will be carried out.

Procurement Information

A Council wide fleet review is currently in progress and will determine the type of van and fuel required going forward. This review will outline how the Councils fleet can meet operational requirements going forward as well as how it can support net zero ambitions. Depending on the outcome of the review it will also impact infrastructure requirements, such as the need for electric charge points if the Council opts for alternatives to diesel or petrol. There are also numerous operational considerations such as how/where/when the vehicles will be refueled if alternative fuel sources are to be utilised. As a result of this it is not currently practical to replace the existing fleet of 91 housing vans without having an appropriate plan, infrastructure and support services in place. A commitment to replace the vans at this stage, just for 12 months, would result in additional costs to the Council and potentially work against the Councils net Zero targets in the long term. In additional to the financial costs involved, a change in supplier at this stage could result in vehicles/a service that is incompatible with existing ways of working which would prevent Council staff from undertaking appropriate repair and maintenance work for its Contract Holders, thus negatively impacting the service received by the public.
