Summary of the contracting process

The Energy Saving Trust Ltd, a body governed by public law and located in Edinburgh, has completed an open procurement process for the provision of multi-disciplinary technical advice and project management services to support community projects through CARES. The procurement was divided into two lots: Lot 1, the Multi-disciplinary Technical Advice Framework, and Lot 2, the Project Management Support Framework. The main procurement category of this process was services, specifically within the energy-efficiency consultancy domain, targeted at projects in region UKM. The process included detailed assessments like technical expertise and sustainability as part of the award criteria. The procurement method employed was an open procedure, and the contracts were signed on 10th October 2025. The frameworks are intended to provide extensive support in renewable and local energy project development, facilitating consenting, reviews, and options appraisals over a contracting timeline starting from 1st October 2025 to 31st March 2029, with potential extensions.

This procurement initiative presents substantial opportunities for businesses, particularly those with expertise in renewable energy systems, energy efficiency, and project management. Small to medium enterprises (SMEs) are well-suited to compete, as evidenced by the successful participation of SMEs in both awarded lots. The frameworks are valued at £1,500,000 for technical advice and £1,000,000 for project management support, offering financial benefits and long-term engagement to successful suppliers. Companies offering expertise in energy systems, sustainable project management, and technical consultancy in the energy sector could significantly benefit from this opportunity, bolstering their portfolio and expanding their market presence in the UK.
