Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. The original Contract made available a basic level of support for every existing and prospective neighbourhood planning group in England, and provided further support in the form of grants and\or Technical Support to eligible Customers to help them get neighbourhood plans or neighbourhood development orders (NDOs) in place for their area. This Contract modification shall involve re-profiled provision of services for the final 13 months to 30th April 2026, including but not limited to: Basic support - including online resources, expert advice, and networking facilitation; Technical Support - continued delivery of previously commissioned Technical Support packages to deliver specific outputs linked to Ministerial priorities on housing, design and supporting communities to establish neighbourhood planning groups in unparished areas. The Contract shall also provide comprehensive exit and programme closure services over the final 13 month period, including appropriate completion / closure of all pre-commissioned, outstanding legacy support packages awarded to customers.

"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The modification is pursuant to Reg R72(1)(b) of Public Contracts Regulations 2015. Following a decision to close the Neighbourhood Planning Support programme rather than transition to a new contract, a reprofiling of services in the final year of the current contract is necessary to ensure effective closedown of the contract and wider programme. It would not be feasible, economical or logical for a different supplier to provide the necessary wind-down services during the final year of the contract & programme."
