Summary of the contracting process

Warwickshire County Council procured whole-site enabling works and the design and construction of a new Library and Business Centre in Nuneaton, Warwickshire. This is a construction works requirement covering the full development rather than a standalone design commission. The contractor is responsible for all design activities under a single-stage design-and-build contract. Mace Consult is retained by the Council for project management, contract administration and cost management during RIBA Stages 5 to 7. The work is therefore suited to a principal contractor able to coordinate enabling works, design delivery, construction and project interfaces on a public community and business facility. Delivery is in Nuneaton, within Warwickshire. Warwickshire County Council is the buying organisation.

The procurement is complete and the contract has been awarded to GMI Construction Group plc, subject to the recorded pending award status and contract signature process. The award date is 3 August 2026, with a standstill period ending on 13 August 2026 and a scheduled signature date of 14 August 2026. The contract is due to run from 21 August 2026 to 31 December 2027. The awarded value is £17,297,657 excluding VAT, or £20,757,189 including VAT. The original estimated value was £20,000,000 excluding VAT, or £24,000,000 including VAT. There was one lot. The Council used an open competitive flexible procedure, with evaluation based on experience, statutory roles, NEC experience, risk management and social value proposals. Notice Description

Warwickshire County Council intends to appoint a Supplier under a Single-Stage Design and Build Contract for whole site enabling works and the development of a new Library and Business Centre in Nuneaton, Warwickshire. The Council have been working alongside Mace Consult with regards to this Project. Mace will be retained in the following roles: Project Management, Contract Administration and Cost Management (for RIBA Stages 5-7) with all design activities being carried out by the Contractor. This was a Competitive Flexible Procedure.
