Summary of the contracting process

NHS Norfolk & Waveney Integrated Care Board sought primary medical services in Norwich under three lots. Lot 1 covered General Medical Services at Norwich Health Centre, including branch surgeries at Beechcroft and Old Palace Road. Lot 2 covered Alternative Provider Medical Services at Norwich Walk-in Centre, Rouen House, Rouen Road. Lot 3 covered Alternative Provider Medical Services at the Inclusion Health Hub, Under 1 Roof, Westwick Street. The services are existing healthcare provision, covering general-practitioner services and support for walk-in and inclusion-health patients. The contracting authority is based in Norwich. The process was conducted under the Health Care Services (Provider Selection Regime) Regulations 2023, rather than the general public procurement regime.

The competitive Provider Selection Regime process was abandoned and contracts were not awarded. All three lots were cancelled. The procedure was an open process, with electronic and written submissions in English. The tender deadline, bid opening and evaluation start were all 12 September 2025 at noon. The planned service start was 1 April 2026. Lot 1 had an annual value of £1,973,360 for a General Medical Services contract described as perpetual, with the recorded period ending 31 March 2040. Lot 2 was valued at £9,221,165, covering three years with an option for up to two further years, ending 31 March 2031. Lot 3 was valued at £2,266,160 on the same duration and extension basis, ending 31 March 2031. Evaluation used pass/fail basic selection criteria and weighted quality criteria: quality and innovation 30%, value 20%, integration and sustainability 20%, access and health inequalities 20%, and social value 10%.

This requirement demonstrates demand for established primary-care operators able to run multiple NHS services in Norwich. A credible future supplier would need the clinical governance, workforce, premises, digital, medicines-management, finance and estates capability to deliver general practice, walk-in care or inclusion-health services. The evaluation placed greatest emphasis on quality and innovation, followed by integration, collaboration, service sustainability, improved access, reduced health inequalities and patient choice. Social value also formed part of the assessment, while basic selection requirements had to be passed. Providers with experience working collaboratively across NHS commissioning, primary care and community partners would be well placed to demonstrate the required service integration and patient-focused outcomes.

C. Lot 1 Specific Questions - Norwich Health Centre

NHS Norfolk & Waveney Integrated Care Board intends to award a General Medical Services (GMS) contract to Chilvers & McCrea Limited for the provision of primary medical services and other services at Norwich Health Centre in Norwich and branch surgeries in Beechcroft and Old Palace Road following a robust Competitive Process.

This will be a General Medical Services (GMS) contract held in perpetuity and the service commencement date is Wednesday 1st April 2026.

The annual contract value will be PS1,973,360

This is an existing service and has been awarded to a new provider.

Please note in terms of the awarded contract value advertised, this is a General Medical Services (GMS) contract held in perpetuity so the figure of PS1,973,360 is based on the per annum amount.

D. Lot 2 Specific Questions - Walk-in-Centre

NHS Norfolk & Waveney Integrated Care Board intends to award a Alternative Provider Medical Services (APMS) contract to Chilvers & McCrea Limited for the provision of primary medical services at the Walk-in-Centre in Norwich following a robust Competitive Process.

The service commencement date is Wednesday 1st April 2026 and the contract will be for a duration of 3 years with the option to extend for up to a further 2 years until 31 March 2031.

The annual contract value will be PS1,844,233

This is an existing service and has been awarded to a new provider.

Options: The contract will be for a duration of 3 years with the option to extend for up to a further 2 years.

E. Lot 3 Specific Questions - Inclusion Health Hub

NHS Norfolk & Waveney Integrated Care Board intends to award a Alternative Provider Medical Services (APMS) contract to OneMedicare T/A One Primary Care LLP for the provision of primary medical services at the Inclusion Health Hub in Norwich following a robust Competitive Process.

The service commencement date is Wednesday 1st April 2026 and the contract will be for a duration of 3 years with the option to extend for up to a further 2 years until 31 March 2031.

The annual contract value will be PS453,232

This is an existing service and has been awarded to a new provider.

Options: The contract will be for a duration of 3 years with the option to extend for up to a further 2 years.
