Summary of the contracting process

Nottingham City Council is procuring scaffolding works for its district heating operations in Nottingham. The requirement covers two related services: a dedicated site-based scaffolding service supporting London Road Heat Station activities, including planned and reactive maintenance, outages, scaffold inspections and emergency response; and a reactive scaffolding framework for planned, unplanned and emergency call-off works, including 24/7 emergency response. The scope includes scaffolding erection, dismantling and associated works. One contractor is intended for each lot, subject to suitability, and the council may choose not to award a contract. Lot 1 is also intended to support ongoing operational activities at the heat station.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It is divided into two lots, each with an estimated value of £140,000 excluding VAT and £168,000 including VAT. The combined estimated value is £280,000 excluding VAT and £336,000 including VAT. Both contracts are scheduled to run from 1 October 2026 to 30 September 2028, with two possible one-year renewals extending the maximum period to 1 October 2030. Relevant capability includes designing and delivering planned and reactive scaffolding, dismantling and erection, scaffold inspection, emergency call-out and 24/7 response arrangements. Suppliers should be able to demonstrate robust delivery methods, operational resilience, sufficient resources, competent personnel and business continuity arrangements. Strong health and safety management is essential, including risk assessments and method statements (RAMS) and integration with permit-to-work processes. Contractors should also be capable of effective contract management, performance reporting and delivery of social value. Small and medium-sized enterprises are identified as suitable for both lots, and voluntary, community or social enterprises are suitable for Lot 1.
