Summary of the contracting process

Leidos Supply Limited is procuring the supply and delivery of paints for the Ministry of Defence logistics commodities and services transformation contract. The requirement covers paints, varnishes and mastics, including water-based and oil-based paints, for delivery across the United Kingdom. Leidos Supply Limited is the buyer, with TVS Supply Chain Solutions Limited conducting parts of the evaluation. This is a goods requirement rather than a works or services contract. The procurement is managed within Team Leidos’ delivery of the wider logistics transformation prime contract. The requirement is suitable for small and medium-sized enterprises. The relevant product classification is CPV 44810000 for paints, alongside classifications covering paints, varnishes and mastics, water paints, and oil and water paints.

The procurement is complete and has been awarded following an open procedure, with a framework agreement involved. The award was made on 1 September 2026 to HMG Paints Ltd. The awarded value is £1,500,000 excluding VAT (£1,800,000 including VAT), for a contract running from 20 November 2026 to 19 November 2030. The overall tender estimated value was £3,000,000 excluding VAT (£3,600,000 including VAT). Two bids reached the final stage. Evaluation required a pass on all qualification questions, at least 60% on weighted technical questions, and then assessment of prices from compliant bidders. Leidos reserved the right to award up to two agreements to secure full requirements coverage and value for money. The tender was above threshold and covered by the GPA and CPTPP.

This award identifies a recurring UK-wide demand for a paint supplier able to provide and deliver a broad range of products, including water-based and oil-based paints, within a Ministry of Defence logistics supply chain. A credible future competitor would need robust qualification controls, demonstrable technical competence and the capacity to cover the full schedule of requirements rather than only selected products. The evaluation shows that suppliers must be able to answer pass/fail qualification questions successfully, achieve at least 60% on weighted technical questions and submit commercially competitive prices. The two final-stage bids indicate competition from established providers. Businesses with reliable UK distribution, broad paint-sector capability, strong technical documentation and the operational scale to support defence-related supply arrangements are best placed to compete when this requirement returns.
