Summary of the contracting process

The London Borough of Haringey is executing a public procurement process to establish a framework agreement for Substance Misuse Residential Rehabilitation services. Under the Health Care Services (Provider Selection Regime) Regulations 2023, the buying organisation has reached the award stage, with the process concluded on 17 April 2026. This framework is set to commence on 30 April 2026 and conclude on 29 April 2030, with a total value of £960,000. The procurement method used was an open procedure, targeting the health and social work services industry across the UK, particularly in London. Interested suppliers were required to submit their representations by midnight on 29 April 2026.

This tender offers significant growth opportunities for businesses specialising in health and rehabilitation services, particularly SMEs and VCSEs willing to contribute to social value, quality, and innovation. The competitive evaluation of bids was based on a balanced scorecard approach, where price accounted for 35% and various service attributes accounted for the remaining 65%. With nine SMEs and three large organisations involved at the final bidding stage, this framework is ideal for organisations aiming to expand their service footprint in the rehabilitation sector. Suppliers such as ANA Treatment Centres Limited and The Forward Trust exemplify entities well-suited to compete in this market.
