Summary of the contracting process

The Foreign, Commonwealth and Development Office has completed the procurement process for essential maintenance of the HVAC system at the British High Commission in Kingston. This process, identified as CPG/12663/2025, falls under the services category in the Repair and Maintenance industry, with activities scheduled between 30th June 2025 and 29th August 2025. The procurement method was limited competition, suitable for below threshold procurements. This completed award stage resulted in a contract with Johnson Controls Building Efficiency Ltd, a large-scale supplier based in Manchester, United Kingdom, to address the urgent maintenance needs of the chiller system, which includes replacing water pumps and repairing refrigerant leaks.

This tender presents opportunities for businesses specialising in HVAC repair and maintenance services, particularly those with the capacity to handle complex maintenance and installation tasks in international locations such as Kingston, Jamaica. Large-scale enterprises with experience in public sector contracts and the ability to mobilise quickly would be particularly well-suited to compete in similar future tenders from central government bodies. These contracts can offer businesses the potential to strengthen ties with government entities and enhance market reputation through the successful delivery of critical infrastructure services.

Notice Title

CPG/12663/2025 Provision of essential maintenance for the HVAC system for the British High Commission in Kingston

Notice Description

The British High Commission Kingston has been approved OED fundings to conduct essential maintenance for the HVAC system. The chilled water and air handling system continues to fail intermittently, restricting the supply of chilled water to the main office building. With the capacity of individual water chillers reduced to approximately 15% and unable to operate at full potential, the system is approaching the end of its operational life.Additionally, the corridor fresh air system and chilled water pressurization systems require comprehensive maintenance, as fluctuating high temperatures in the office significantly affect staff comfort and present health and safety and operational risks. The water pumps further require urgent replacement to enhance system reliability and improve the overall performance of the chiller.Maintenance services are urgently required to replace the necessary parts, disassemble compressor No.2 to repair refrigerant leaks identified during Johnson Controls' emergency 11 - 17 March 2025 visit, and install replacement water pumps.
