Summary of the contracting process

Flintshire County Council has successfully awarded the Flintshire Dementia Community Engagement Service contract to Outside Lives Ltd. This service, funded by the Welsh Government's Regional Integration Funding, aims to enhance dementia-friendly community initiatives within Flintshire by fostering networks for information sharing and increasing public awareness. The initial contract period spans from 1st October 2025 to 31st March 2027, with an option for extension up to March 2029, contingent on ongoing funding. The procurement, which followed an open process below the financial threshold, demonstrates Flintshire County Council's commitment to advancing social services under UK devolved regulations.

This contract presents considerable growth prospects for businesses involved in community, social, and personal services, particularly those specialising in public health communication and community engagement. Given the requirement for enhancing community skills in dementia care, companies that offer training and cultural development solutions could find fruitful opportunities. Moreover, businesses with experience in managing transitions under the Transfer of Undertakings (Protection of Employment) or TUPE regulations may offer valuable expertise, thereby enhancing their market presence and connection with public entities like sub-central government authorities. The initiative underscores an inclusive engagement approach, suitable for SMEs and VCSEs, fostering broad business participation and sustainable community-oriented partnerships.
