Summary of the contracting process

Scotland Excel, acting as a central purchasing body, procured a frozen-food framework for Scottish local authorities, associate members and other participating public bodies, including social landlords, universities and colleges, the Scottish Prison Service, NHS authorities, Transport Scotland and Scottish Government bodies. Scotland Excel manages the framework, while individual member authorities place call-off requirements.

The procurement is complete and was run as an open procedure for a framework agreement, with electronic submission and possible electronic auctions at call-off stage. Contracts were signed on 23 June 2026. Lot 1, supply only, was awarded to The UK Foodhall Ltd, Downies of Whitehills, McCain Foods, Eat Balanced, Green Gourmet, Marlow Foods and Hen House, with a contract value of £51,000,000 and a 1,440-day period. Lot 2, distribution, was awarded to William Yule & Son and Sysco GB, with a value of £85,000,000 and a 1,440-day period. Lot 3, combined supply and distribution, was awarded to William Yule & Son, BFS Group trading as Bidfood, Sysco GB and Bestway Wholesale, with a value of £110,500,000 and a 1,440-day period. Evaluation was 75% price and 25% technical quality.

This award shows established public-sector demand for frozen food supply and logistics across Scotland, with participation by both smaller businesses and a large national wholesaler. A credible future competitor would need reliable sourcing across the listed product ranges, robust cold-chain storage and transport, and the capacity to deliver consistently to multiple public bodies and locations. Relevant experience of comparable supply and services contracts is expected, alongside documented quality assurance, health and safety and environmental management procedures. Suppliers must demonstrate financial viability and sustainability, and be able to meet substantial employers’, public and products liability, and motor insurance requirements. Businesses using subcontractors need effective controls over subcontracted vehicles and insurance. The requirement suits food manufacturers, wholesalers, specialist frozen-food suppliers and distributors, including firms able to combine supply with nationwide or multi-site Scottish delivery.
