Summary of the contracting process

Pendle Borough Council has completed the award stage of the procurement process for the demolition of Pendle Rise Shopping Centre in Nelson, Lancashire. The tender process, initiated by an open procedure, sought a contractor capable of both building demolition and asbestos removal, aligning with standards set by the National Federation of Demolition Contractors and the Asbestos Removal Contractors Association. The procurement process, categorised under the 'works' industry, involved multiple key phases, including a tender submission deadline on 5th September 2025 and a contract award to HOWARD STOTT DEMOLITION LIMITED. The contract, valued at approximately £1.4 million gross, commenced on 10th December 2025 and is set to conclude on 30th June 2026.

This tender presents significant opportunities for medium-sized enterprises particularly experienced in large-scale demolition and asbestos management within urban settings. The contract, awarded on a basis considering both price and quality, offers potential growth for businesses within the demolition and construction sectors, provided they demonstrate a robust health and safety record and local authority references. Companies equipped to manage complex demolition projects in busy city environments and offering comprehensive in-house solutions would find themselves particularly well-suited to such competitive procurement opportunities.
