Summary of the contracting process

Chelsea and Westminster Hospital NHS Foundation Trust is procuring pharmacy quality assurance services for pharmacy sites in West London and Chelsea, with Central London Community Healthcare NHS Trust hosting the North West London Procurement Service. The requirement covers three service configurations. Lot 2, Environmental Monitoring, was awarded to Mid South Essex NHS Foundation Trust on 20 July 2026 for £138,447.78 excluding VAT (£166,137.33 including VAT). Both awards are pending, with a standstill period ending 29 July 2026 and planned contract signature on 31 July 2026. Each contract runs from 31 July 2026 to 30 July 2028, with a possible 12-month extension. Lot 3 combines both services and has an active award, but no supplier or value is published. Evaluation was 50% technical quality, 10% social value and 40% commercial. Suppliers could bid for up to two lots and each lot was suitable for SMEs and VCSEs.

This procurement shows established NHS demand for specialist pharmacy quality assurance rather than general consultancy. A credible future competitor would need practical expertise in pharmaceutical quality management, GMP audit preparation and support, quality management reviews, document and product release controls, defect and recall handling, and investigation of microbiological excursions. Environmental Monitoring capability would require laboratory microbiology, media and broth provision, sample receipt and incubation, species-level bacterial identification, validation testing, electronic results reporting, air sampling and particle counting. Quality Management Systems

- Document approval and GMP Audit - One internal audit per year and support with the preparation of the external audit and be available on the day of the audit - Support with relevant action plans from external audit - Quality Management Review including specialist advise and clarifications - Site visits, monthly meetings and specialist information. Monthly review of quality exception reports and change controls - Review errors and provide advice - Review of microbiological data reported including microbiological excursions. - Approval of microbiological excursion investigation reports and advice on appropriate course of action(s) in the event of such excursions. - Specialist advice and support - Releasing UMP and Specials, dealing with defects and recalls for all products including imports and specials which come into the pharmacy

Options: Optional 12 months extension to be agreed in writing by both parties, providing the supplier meets the KPI's and provides a satisfactory service.

Renewal: 1 x 12 months

Environmental Monitoring

For environmental monitoring , work required will cover the following, although this is not an exhaustive list: - Provision of micro plates, Broth and all required media - Receipt, incubation, reading. Evaluation and electronic reporting of microbiological environmental monitoring plate results - Bacterial identification to species level - Validation samples - Quarterly visit to complete MEM monitoring - Annual Broth GPT (Growth Promotion Testing) of broth used for operative or process validations - Quarterly contract review meetings - Staff training - Client audit of Local QC - Fridge mapping when required - Transporting samples - Air sampling - Particle counts

Options: Optional 12 months extension to be agreed in writing by both parties, providing the supplier meets the KPI's and provides a satisfactory service.

Renewal: 1 x 12 months

Combined Quality Management Systems and Environmental Monitoring

This lot is for suppliers that can offer the services covered within Lots 1 and 2.
