Preliminary Market Engagement - City of London Street Outreach & Support Services
Notice Description
Background and Scope The City of London Corporation is commissioning a Street Homelessness Outreach and Support service to reduce and end rough sleeping in the Square Mile. The plan includes exploring the alignment of three existing service elements: - Street Outreach; - Floating Support to Rough Sleepers placed in Emergency / interim Accommodation and - Rough Sleeper Navigators, a longer term engagement and support with entrenched and "Living on the Streets" clients The City of London Corporation Department of Community and Children's Services is responsible for delivering these services. The internal design and development of this service is ongoing and partly dependent on funding announcements from the Central Govt Service Requirements Summary The City of London Corporation is seeking a dynamic, flexible and high-quality service that: * Responds to Street Homeless Demand in the City of London via referral or pro active shifts 365 days per year * Build a rapid and trusting rapport with clients * Form excellent and beneficial partnerships with all other relevant services and agencies * Assess and support street homeless clients for a credible move from the streets * Provide immediate practical and specialist support and interventions to address physical health, mental health, substance use and other related needs * Assist in establishing reasons and motives for rough sleeping * Maintain excellent data records on the CHAIN database * That has a foundation of learning from co-production and lived experience * Provide an excellent working environment for staff * Provide excellent leadership, partnering with the Homelessness Prevention and Rough Sleeping team at the City of London to end rough sleeping
Planning Information
Preliminary Market Engagement (PME) The City is undertaking Preliminary Market Engagement in accordance with the provisions of Section 16 to Part 3 [Award of Public Contracts and Procedures] of the Procurement Act 2023 prior to the issuing of the Tender Notice. PME in this case is where the City, at an early stage in the development of its proposals, but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity. This exercise will provide an opportunity for the City to obtain insight into sector innovations and how participants might approach the delivery of the service in question. To this end, we would ask providers that do not deliver in London to consider responding to this exercise, as we are seeking to incorporate national best practice and innovation into this service. It also gives a useful early insight into the likely level of interest in a proposed project from that market. Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supplies and services or accept any proposals offered. Any Procurement of supplies and services by the City will be carried out strictly in accordance with the Procurement Act (PA23). The City has developed a questionnaire (attached at the end of this document) which could be found on the tender portal https://cityoflondon.ukp.app.jaggaer.com/, that they would like interested parties to complete.
